Your profession does not, in any meanginful way, understand information management as it can be executed nowadays. Your profession has no idea whatsoever about how people like me work, what we do and how we do it.
Your profession knows what the law says and from that how to interpret what it says for good or ill, but that's it. The major flaw being that as Horizon demonstrates, if someone comes along who does know how to make your profession look like its failing in its duties and responsibilities, then it does not take to long to do that.
The world has changed around your profession and it has no idea whatsoever how to cope with it. Horizon is a warning. It is now a matter of competence and how it is defined. Competence, certainly in cases related to informatoin management really must take into account how complex information systems actually work........ I am not holding my breath.
